About Manage Users
The Manage Users function is available if you are an Organization Administrator for a provider. Providers are also provided their provider ID and PIN for AVR access. It contains two options:
- Manage Users - Used by the provider's Organization Administrator to manage users' accounts (to add, activate, deactivate, reset passwords, and unlock user's accounts).
- Reset AVR PIN - Used by the Organization Administrator of a provider who uses the Automated Voice Response (AVR) to reset the AVR PIN. The PIN can also be changed or a new PIN requested using the Automated Voice Response system.
If the Manage User menu does not appear on your menu bar, then you are a user who does not have Organization Administrator responsibility.
If a newly created user does not log in within 60 days, their account will be deactivated.
Security
The structure of security for NH MMIS contains several layers:
- Organization and Organization Types - Provider organizations consist of individual or group providers that access New Hampshire MMIS Health Enterprise Portal to check member eligibility, submit, view, or update service authorizations, maintain claim templates, or file claims.
- Roles - Each organization has a set of roles associated with it. A role is a configurable, defined group of privileges.
- Privileges - Each role contains one or more privileges. NH MMIS controls the privileges a user has on a page in the New Hampshire MMIS Health Enterprise Portal.
Users
Providers (and trading partners) enroll in NH Title XIX using the public area on the New Hampshire MMIS Health Enterprise Portal. The providers can enter their enrollment package, recall their enrollment information, or check their enrollment status. Once the provider has been approved, the provider organization is created with an Organization Administrator account with a user ID and password for the New Hampshire MMIS Health Enterprise Portal. This information is mailed to the provider.
The new Organization Administrator uses the one-time password, changes the password, and then manages the provider organization's users.
Roles and Privileges
A role identifies job functions that a user performs. Privileges, such as searching, viewing, adding, editing, or deleting, are assigned to each role by the application. The role and the role's privileges determine what functions a user accesses and performs on the New Hampshire MMIS Health Enterprise Portal. Users are assigned privileges based upon their job function or the role they fulfill. If the user performs more than one role, then the user is assigned both roles.
Roles are allowed to have overlapping privileges. For example, one user's role is to view a particular page of the application, while another role requires the same user to view and edit the same page. The role with view-only privilege is more restrictive than the role with view/edit privilege because it permits the user to do less with the information being accessed. When a user has a privilege that is less restrictive than another assigned role, the less restrictive privilege takes precedence.
Type of Provider Roles
The following are types of roles that a Provider Organizational Administrator can assign to the provider staff.
- Provider - Primary Account Holder – This user has the ability to access, add or update all provider functions except for those designated by the Organization Administrator on the Provider Secured portal. For example: A primary account holder can check on a member eligibility, submit authorization requests, HCBC authorization requests, view/edit authorization requests, create and maintain claims, create and maintain claim templates, perform claim status inquiries, and perform payment inquiries.
- Provider – Organization Administrator – This user is the one that was designated or registered when the provider or trading partner enrolled in MMIS. The primary function of the org administrator is to create and maintain users within their provider's organization. The functions an organization user can perform are: adding new users, inquire about users, update users, deactivate users, unlock users, reset passwords, and reset AVR PINs. It is also suggested that they create a back-up organizational administrator in case they are out of the office.
- Provider – Authorization Staff – This user has the ability to submit authorizations requests, HCBC authorization requests, view/edit authorization requests, submit and retrieve EDI authorization transactions.
- Provider – Billing Staff – This user has the ability to create and maintain claims, create and maintain claim templates, perform claim status inquiries, submit and retrieve EDI claim transactions.
- Provider – Eligibility Staff – This user has the ability to check on member eligibility.
- Provider – Financial Staff – This user has the ability to claim status and payment inquiries.
- Provider – AcuityStaffCensus – This user has the ability to manage residents, send, and view census reports for the nursing facility. The State must support Acuity Rate Setting functionality and the provider must be registered as a nursing facility in order to utilize this role.
- Provider – AcuityStaffCostReport – This user has the ability to add and update cost reports for the nursing facility. The State must support Acuity Rate Setting functionality and the provider must be registered as a nursing facility in order to utilize this role.
